Smooth, reliable streets impact how families travel, how first responders reach emergencies, and how businesses move goods through the City of Tyler.

We use several different repair strategies depending on road conditions. These range from preventive maintenance, such as crack sealing and seal coats, to intermediate treatments, such as asphalt overlays, to full-depth reconstruction when a street has reached the end of its service life. By matching the right repair type to each road's condition, we can extend pavement life and make the most of funding.

A Pavement Condition Index (PCI) survey was completed recently to help guide street maintenance decisions. We conduct a comprehensive pavement condition assessment approximately every four years to evaluate the quality of our streets. The preliminary results from the 2026 survey indicate encouraging progress: the overall PCI has increased from 72 in 2021 to 76 in 2026, suggesting that the previous downward trend has begun to reverse.

Engineering staff will now work closely with our consultant to review the data in detail and will also perform field verification to confirm the accuracy of the new scores. It is important to ensure the results are validated before drawing final conclusions.

Several factors likely contributed to this improvement. Over the past five years, new development has added lane miles to the City’s roadway network, which can positively influence the overall PCI. Additionally, in 2023, the City provided a one-time funding increase to fully reconstruct several streets that were in poor or failing condition. This targeted investment in some of our most deteriorated roadways has likely played a meaningful role in raising the citywide average.

In the coming months, the Engineering team will develop recommendations for future funding levels and maintenance schedules to continue improving and protecting the City’s paving infrastructure. Our goal is to support a reliable, safe, and efficient roadway system for residents, businesses, and visitors as Tyler continues to grow.

The 2026 Seal Coat Project will help preserve approximately 17 lane miles of Tyler streets, selected based on pavement ratings.

Seal coating is a preventive maintenance treatment applied to streets that are still in fair or good condition. The process adds a protective layer over the existing pavement, seals minor surface cracks, helps keep water out, and protects the asphalt from sun, rain, traffic, and weathering. While seal coating does not rebuild a failing road, it can help extend pavement life and delay the need for more expensive repairs.

Construction is expected to begin in May 2026 by Reynolds and Kay. Work is anticipated to be completed before October 2026.

The project will include the following streets:

  • Bow Street from Gentry Parkway to Palace Avenue
  • Forest Avenue from Glenwood Boulevard to Erwin Street
  • Rieck Road from Plantation Drive to Hollytree Drive
  • Rieck Road from Old Bullard Road to South Broadway Avenue
  • Woodland Hills Drive from Cloverdale Drive to Old Bullard Road
  • Fair Lane from Old Bullard Road to South Broadway Avenue
  • 31st Street from Carter Boulevard to the dead end
  • Carter Boulevard from 29th Street to 34th Street
  • Lake Street from Donnybrook Avenue to Beckham Avenue
  • Dulse Street from Oak Knob Drive to Troup Highway
  • Dulse Street from New Copeland Road to Oak Knob Drive
  • East Duncan Street from Gentry Parkway/Highway 271 to Loop 323
  • Cumberland Road from South Broadway Avenue to the service road
  • East Houston Street from approximately 175 feet west of South Broadway Avenue to South Beckham Avenue

The 2026 Asphalt Enhancement Project will focus on about 20 miles of residential streets. Reynolds and Kay crews will mill the top layer of worn pavement and replace it with new asphalt, creating a smoother ride and helping streets last longer.

The project will include improvements to the following streets:

  • Sunnybrook Drive from South Vine Avenue/U.S. Highway 155 to Old Jacksonville Highway
  • Sunnybrook Drive from Old Jacksonville Highway to Green Lane
  • Crockett Drive from San Jacinto Street to Robertson Avenue
  • Terre Haute Drive from Vine Avenue to Robertson Avenue
  • Aurora Drive from Buena Vista Street to Terre Haute Drive
  • Oak Lane from Sunnybrook Drive to West Ellis Street
  • North Azalea Drive from West Azalea Drive to Sunnybrook Drive
  • West Azalea Drive from North Azalea Drive to South Azalea Drive
  • West Camellia Street from West Azalea Drive to Sunnybrook Drive
  • South Azalea Drive from West Azalea Drive to Dogwood Drive

    The portion of Cumberland Road on the Seal Coat Project this year is on the west side of Broadway, extending to the Faulkner Park Road, which is named/identified as Service Road.
