We've completed improvements to drainage, erosion, and flooding issues near Keaton Avenue through a $4,429,876.60 Capital Improvements Project (CIP) construction contract with Reynolds & Kay, LTD. This project finished ahead of schedule and under budget in September.

This project addressed long-standing drainage, erosion, and flooding issues in the Keaton Avenue area, which had been a concern for several years. Recent rains have already tested many of the improvements, validating their effectiveness.

The drainage area impacted by this project collects stormwater from approximately 248 acres near Pollard Park, extending toward Donnybrook Avenue and East Southeast Loop 323.

Key improvements included:

  • Stormwater diversion down Keaton Avenue using two 6x2 reinforced concrete boxes, significantly reducing the volume of water flowing through the natural channel between Bain Place and Keaton Avenue.

  • The new boxes now collect water from the creek just south of the intersection with Shannon Drive, effectively addressing Keaton Avenue overtopping during storm events.

  • Additional improvements were made to redirect runoff from Woods Elementary into the creek, benefiting from the reduced flow conditions during rain.

  • The natural creek between Keaton and Bain has been improved and armored to resist erosion and increase stormwater capacity.

  • The channel from Shepherd Lane to Wynwood Drive has been enlarged and rebuilt to handle greater flow.

  • A new improved channel from Fry Avenue connects to the rebuilt section between Shepherd Lane and Wynwood Drive, further increasing capacity.

  • While the roadway was open for drainage work, utility lines along Keaton Avenue (from the diversion point to Shepherd Lane) were replaced to minimize future disruption.
