Tyler's City leaders and area trail supporters have worked for years, along with the Texas Department of Transportation (TxDOT), to secure funding for an expanded regional biking and hiking trail system. The project, Legacy Trail, aims to connect the city from north to south using old Cotton Belt train routes, existing and new sidewalks, and new paths.
Phase I of Legacy Trail opened in 2019. The 4.5-mile, 10-foot-wide concrete trail runs from Three Lakes Parkway on the eastern and western sides of Old Jacksonville Highway and continues toward Flint. The trail is situated on the Old Cotton Belt train route, which was instrumental in the growth of East Texas.
Phase II consists of constructing a 12-foot-wide reinforced concrete multipurpose trail from the future site of Stewart Park on Frankston Highway (State Highway 155), through W.E. Winters Park, and ending at Peete Elementary School. Stewart Park will include a trailhead location with parking facilities.
Future plans for this trail include a possible extension from Three Lakes Parkway to the South Tyler and Rose Rudman Trails, linking our trail system.

The Texas Department of Transportation reimbursed 80% of the construction costs through the Transportation Alternatives Set-Aside Program. The City of Tyler paid the remaining 20% of construction costs and 100% of the engineering and design costs from the Half Cent Sales Tax Fund.

Legacy Trail Phase I
Legacy Trail has finished this stage
2016-July 2019 The trail begins south of Fresh by Brookshire on the eastern and western sides of Old Jacksonville Highway, and continues toward Gresham.
Legacy Trail Phase II
Legacy Trail is currently at this stage
2022-2025 The trail begins at the future site of Stewart Park on Frankston Highway, runs through W.E. Winters Park, and ends at Peete Elementary.
Legacy Trail Phase III
this is an upcoming stage for Legacy Trail
